UN diplomats say the International Criminal Court has decided to issue an arrest warrant for Omar al-Bashir, Sudan's president. <br />But the country's government has ruled out handing over the president and two other Sudanese citizens previously indicted by the court.<br />Al Jazeera's James Bays reports.
