Since last year's earthquake and tsunami, Japan's government has passed three emergency budgets totalling $170bn for recovery and reconstruction.<br /><br />Some of that money is to be used to relocate devastated coastal communities to safer, higher ground, but as yet there are still no concrete plans to do this.<br /><br />Al Jazeera's Harry Fawcett reports from the resort town of Minami-sanriku, which was largely decimated by the massive force of the tsunami.
