A commission will be set up to investigate Friday's massacre in Norway, in a response to allegations the police took too long to stop the attacks, the country's prime minister has said.<br /><br />Norwegians are still bringing flowers, hoping to heal from the attacks that killed 76 people in the mass shooting and bomb attack.<br /><br />At this time of reflection one thing is certain: the grief wrought by the killer, Anders Behring Breivik, seems only to have made Norwegians more determined to build an inclusive society.<br /><br />Al Jazeera's Tania Page reports from Oslo.
