Britain, France, Germany and Portugal say they are preparing a resolution at the UN Security Council for sanctions against the government of Bashar al- Assad.<br /><br />The move comes as a UN human rights report says Syria should be investigated for crimes against humanity.<br /><br />Al Jazeera's Kristen Saloomey reports from the UN in New York.
