The US has pledged to bring an end to banking secrecy and pursue countries which open their doors to tax cheats. <br /><br />But critics have told Al Jazeera that the very nation leading the crackdown on tax havens is failing to tackle its own loopholes.<br /><br />Hamish Macdonald reports.
