A UN-backed plan to end the violence in Syria looks to have failed.<br /><br />The deadline for Syrian troops to withdraw from protest centres has expired, and there are reports of Syrian forces shelling the city of Hama. <br /><br />And activists say tanks are still patrolling the streets of Douma.<br /><br />Syria's Foreign Minister Walid Muallem is in Moscow for talks with the Russian government, one of its long-time supporters.<br /><br />Al Jazeera's Sue Turton has this update from Moscow.
