A state of emergency has been declared in parts of the southern Philippines a day after a massacre - apparently linked to the country's upcoming elections.<br /><br />The killings took place in Maguindanao province of the southern island of Mindanao - a region dominated by a few politically-powerful families.<br /><br />Soldiers and police are searching for a provincial governor implicated in the massacre of at least 22 people.<br /><br />Al Jazeera's Marga Ortigsa reports
