Delgates at an international conference on Afghanistan held in London have announced that Afghan forces could take over security in some provinces by the end of 2010.<br /><br />David Miliband, the UK foreign minister, also announced a new fund to allow the Afghan government to woo Taliban fighters away from the conflict.<br /><br />James Bays reports from London.<br />(Jan 28, 2010)
