Half of the deaths counted in Chile's earthquake so far have occurred in Constitucion, where a tsunami devastated the coastal area following the 8.8-magnitude quake.<br /><br />But locals say the federal government is paying more attention to other cities and many are still wondering if more could have been done to save lives. <br /><br />Constitucion residents rehearse how to respond to tsunamis and that is why many knew to run once the earth stopped shaking.
