In Afghanistan, "Jirga" is a centuries old traditional assembly of tribal leaders from across the country - who meet to discuss matters that concern the people and try to make decisions by consensus.<br /><br />The assembly was supposed to take place at the end of this month, but the Afghan government suspended it until mid-May.<br /><br />The decision to delay it has sparked widespread suspicion.<br /><br />Al Jazeera's James Bays reports from the capital, Kabul.<br /><br />[April 21, 2010]
