New Orleans in Louisiana has a population of around 300,000. Of those, it is estimated that 12,000 are homeless - twice the number of pre-Hurricane Katrina. And it is believed another 5,000 are living in abandoned properties across the city.<br /><br />Many people in the city lived in low-income public housing until it was hit hard by the storm.<br /><br />But instead of rebuilding their homes, the New Orleans council voted to demolish many of them in favour of mixed-income housing, accommodating less people at higher rents.<br /><br />Al Jazeera's Cath Turner reports from New Orleans.
