In its annual report Amnesty says the Security Council should have taken stronger action on the crisis in Syria.<br /><br />Amnesty is recommending reform at the Security Council so a veto won't be able to stop action in cases of gross human rights violations.<br /><br />Al Jazeera's Dominic Kane reports.
