There is a growing controversy over how one state in the US is trying to turn around cities that have fallen on hard times. <br /><br />Benton Harbor city has been in financial meltdown since the 1980s, when the city was so far in debt that its police cars were repossessed.<br /><br />Some residents welcome the intervention, while others are calling it undemocratic and racist.<br /><br />Al Jazeera's John Hendren has more from Benton Harbor in Michigan state.
