Hamid Karzai, the Afghan president, has said that reconciliation talks with the Taliban have been going on for "quite some time".<br /><br />Behind the scenes, several initiatives aimed at stabilising Afghanistan have been taken, the most high-profile being the formation of a peace council to facilitate the talks.<br /><br />The head of the council says the Taliban is open to talks under certain conditions.<br /><br />Al Jazeera's Sue Turton reports from the capital, Kabul.
