Raul Castro, the Cuban president, has opened the country's first Communist Party Congress in 14 years, with a plan for major reforms.<br /><br />Among them are the removal of the ration card system, for free enterprise and to impose a term limit for key political positions.<br /><br />Al Jazeera's Latin America editor Lucia Newman reports.
