An Inquiry Commission into last year's floods in Australia has criticised the response of the government's emergency services.<br /><br />The investigation said the state agencies were unprepared to deal with the scale of the disaster that killed 35 people and left 30,000 homes were damaged or destroyed.<br /><br />Andrew Thomas reports from Sydney.
