A Russian skipper is being blamed for the deaths of nine people in the country's second fatal boat accident in a month.<br /><br />The captain of the vessel himself and eight others died in the accident in Moscow when the overcrowded riverboat collided with a barge.<br /><br />Seven of the passengers, who were on board to celebrate a birthday, managed to swim to safety.<br /><br />Al Jazeera's Jonah Hull reports.
