EU leaders have agreed on a new treaty designed to stop overspending in the euro zone to help end the bloc's sovereign debt crisis. <br /><br />But, Britain and the Czech Republic have not signed up to the "fiscal compact" with Petr Necas, the Czech prime minister, citing parliamentary procedural problems.<br /><br />Jonah Hull reports from Brussels.
