The Hovensa oil refinery on the US' Virgin Islands has announced it will halt operations next month.<br /><br />The refinery is one of the islands' biggest employers. More than 2.000 people are losing their jobs because the refinery on St. Croix is shutting down.<br /><br />It is a double blow to St. Croix, which is already facing government cutbacks.<br /><br />Al Jazeera's Andy Gallacher reports from St. Croix.
