The Arab Spring has bypassed the United Arab Emirates but that might not be surprising given the wealth of Dubai and Abu Dhabi.<br /><br />Some 129,000 Emirati citizens are eligible to elect 20 representatives out of 450 candidates, in 13 voting centres.<br /><br />Voters chosen by the rulers cast their ballots in only the second-ever polls to elect half of the members of the advisory Federal National Council.<br /><br />Even though not everyone is invited to take part, the size of the electorate has been significantly boosted from 6,600 voters in 2006.<br /><br />Al Jazeera's Jane Ferguson explains.
