Many fighters for the National Transitional Council [NTC] say they will only return to their homes when a strong army and police have been created.<br /><br />Zintan has emerged as the military power of the western mountains, with its fighters credited with leading the charge against Tripoli. <br /><br />Some of the military hardware might be there, but most of the fighters are still in Tripoli, and have so far refused calls to go back home.<br /><br />NTC brigades from different parts of Libya have moved to the capital to fill the security vacuum, and some want to be part of the power-sharing negotiations.<br /><br />Al Jazeera's Hoda Abdel-Hamid reports from Zintan.
