A legal dispute over whether Europe's biggest steel plant has to close down whilst making improvements is threatening the jobs of thousands of Italian workers. <br /><br />Almost 12,000 employees work at the ILVA plant in Taranto in southern Italy. <br /><br />The Taranto appeals court has ruled the plant can remain open.
