It is now more than a year since Anders Behring Breivik gunned down 69 men and women on Utoeya Island and killed eight others in a bombing in Oslo. <br /><br />According to the results of an independent inquiry presented to Norway Prime Minister Jens Stoltenberg, police could have prevented the attack in the capital and caught Breivik faster.<br /><br />Al Jazeera's Charlie Angela reports.
