Israel refuses to hand over money donated to the Palestinian Authority, including a donation by the European Union of about $100m. As a result, government employees are not receiving their paychecks.<br /><br />This is because while Hamas and Fatah signed a unity deal, Israel is refusing to give any money to a government that includes Hamas. <br /><br />In 2006, Israel similarly refused to hand over money designated to the Palestinian Authority, and government workers did not receive paychecks for six months.
