The Cuban government has admitted it needs to do a better job to boost the stagnant economy.<br /><br />In the past year, the state has started to grant an unprecedented number of licences that allow individuals to start small-scale businesses, a step which has already helped to increase the number of entrepreneurs in the socialist country.<br /><br />Al Jazeera's Craig Mauro reports from Havana, on the new spirit of private enterprise on the island as legislators meet to review several major economic reforms that the Communist Party endorsed in April.
