Norway's outgoing police chief Oystein Maeland has been replaced.<br /><br />He resigned on Thursday after a report said mass killer Anders Breivik could have been stopped.<br /><br />It found the Oslo bombing could have been prevented, and the number of victims on Utoya island reduced.<br /><br />The new chief, Odd Reidar Humlegaard, currently head of the crime division, will be charged with overhauling security.<br />http://www.euronews.net/
