Almost four months after Thailand's worst floods in half a century, people in the suburbs of the capital are still waist deep in water as clean up operations get under way.<br /><br />Residents say they are paying the price for the government's efforts to keep the inner part of the city dry.<br /><br />In some areas the government has offered households $150 for repairs, but this aid has not been extended to everyone yet.<br /><br />Al Jazeera's Wayne Hay reports from the capital, Bangkok.
