Almost a decade since the September 11, 2001, some experts say reforms to US intelligence gathering in the aftermath of the attacks are ineffective and putting the country at even greater risk.<br /><br />The creation of the Office of the Director of National Intelligence (DNI) was intended to ensure all federal agencies shared intelligence and worked together to prevent another attack.<br /><br />But some say the organisation remains too weak to perform its role effectively.<br /><br />Alan Fisher reports from Washington DC.
