Daud Shah Saba, governor Herat province, tells Al Jazeera's Bernard Smith that though there is a dire shortage of teachers throughout Afghanistan, when they do go to more remote areas, the teachers often find that education is a community priority.<br /><br />Shah says in the Herat district of Farsi there has been a particularly strong case of local engagement in enhancing female education.
