Venezuela's president has denied that government neglect led to an explosion at the country's largest oil refinery. <br /><br />Hugo Chavez made the comments as he toured the still-burning Amuay complex, two days after the explosion killed at least 41 people.<br /><br />And Al Jazeera's Lucia Newman was alongside him in Punto Fijo.
