The Cambodian government is debating a controversial law to overhaul the country's prison system.<br /><br />The prison population of the country is estimated at 15,000 people, according to the government.<br /><br />That number puts the prison system at almost 1.8 times beyond capacity, but human rights groups argue that the true figure is much higher. <br /><br />Al Jazeera's Steve Chao has managed to secretly film the conditions inside a prison.
