Rescue efforts are still ongoing in Egypt's second city after an apartment building collapsed.<br /><br />Military rescue teams in Alexandria have already pulled at least 19 bodies from the rubble -- and they are looking for others. <br /> <br />But the incident highlights allegations of widespread corruption between officials and landlords as in some cases health and safety is often ignored.<br /><br />The police have already arrested the owner of the collapsed building and they are questioning local officials.<br /> <br />Al Jazeera's Jacky Rowland reports from Alexandria.
