Nabi Misdaq, a Washington-based Afghanistan analyst tells Al Jazeera's Ghida Fakhry that the Afghan Local Police, a security focre separate from the national police force, was improperly modeled after traditional Pashtun practice of army recruitment.<br /><br />"If they don't understand the Arbakai system and how it operates within the tribal areas, they will never get it right" and the so-called "green-on-blue" insider attacks will continue to happen, said Misdaq.
