The African Union has called on M23 rebels to lay down their weapons and to leave the regional capital of eastern Democratic Republic of Congo. <br /> <br />But the rebels say they will remain in Goma until they start direct negotiations with the governement and the government refuses to start the talks before M23 pulls out. <br /><br />Meanwhile, the UN says there are now 140,000 internally displaced people in and around Goma. <br /> <br />Al Jazeera's Nazanine Moshiri reports.
