Tears stream down the face of teenager Soni Hernandez as she hugs her father for the first time in 10 years.<br/> <br />She arrived at Miami International Airport from Cuba where her relatives, whom she hasn't seen in a decade, welcomed her with open arms.<br/> <br />"I haven't seen him in ten years," she said. "I just wanted to be with him already."<br/> <br />Under relaxed government regulations, Soni and other Cuban citizens are now allowed to travel internationally with only a passport.<br/> <br />Previously, they were required to have exit visas, letters of invitation and complete mountains of paperwork in an effort by the communist regime to prevent people from leaving the island.<br/> <br />Restrictions were relaxed last October for most citizens, however it's not clear whether Cuban dissidents will also be allowed to travel more freely.
