The President of world cycling says their should be an amnesty for cyclists - and that includes Lance Armstrong.<br /><br />Pat McQuaid was speaking after the UCI's emergency meeting with it's own Independent Commission in London, which ended with no agreement and the sport still in crisis.<br /><br />Al Jazeera's Lee Wellings reports from London.
