Dëshmitari i pare i akuzës ka qene Artes Dybeli, i cili mbeti i plagosur ne protestën para selisë se kryeministrisë. Dybeli ka deklaruar se nuk ishte pjese e demonstratës se Partisë Socialiste, por thjesht po qëndronte ne bulevard pranë dy kullave për te pare ngjarjen, ndërsa vetëm 20 minuta pasi kishte mbërritur përpara ndërtesës se qeverise, është plagosur nga plumbat qe erdhën nga oborri i Kryeministrisë. "Kam qenë rreth një metër e gjysmë larg trotuarit, mes Gjykatës Kushtetuese dhe Kullave. Rreth orës 13:30 pashë makinën tip "Benz" që tentoi të futej tek dera e Kryeministrisë.
